Bio & Background

Shelly Kapoor Collins is a venture capitalist focused on early-stage investments in female-led technology startups across sectors like eCommerce, HealthTech, and FinTech. As Managing Director at Sway Capital and founder of the Shatter Fund, she champions diverse entrepreneurship and inclusive innovation.

Currently, Shelly is spearheading Shatter Fund II, powered by Sway Capital, which invests in preventative and diagnostic AI technology companies to drive better health outcomes.

Shelly transitioned from tech entrepreneur to investor to expand opportunities for women founders, leading initiatives such as Shatter Health, which recently supported the opening of Ellie Mental Health Georgetown.

She has hosted three virtual and in-person Shatter Summits since 2021, featuring extraordinary leaders including former Pepsi CEO Indra Nooyi and WNBA Commissioner Kathy Engelbert, and gathering thousands of global attendees. In addition, she has founded the Shatter Foundation, a nonprofit with a dual goal of providing mental healthcare access and empowering women and girls through entrepreneurial education.

Shelly was appointed to the National Women’s Business Council by the Obama Administration and served as Vice Chair of the Women in Public Service Project. She was a National Co-Chair for Technology on Obama’s 2012 campaign and has worked alongside Vice President Kamala Harris on tech fundraising.

Named to Forbes’ “40 Women to Watch Over 40” and The Economic Times’ Top 20 Influential Indian Women, Shelly holds MS and BS degrees in Management Information Systems from the University of Maryland.
