Scott Bullock

Director, Applied Research Center (ARC), Indiana University

Bio & Background

Scott Bullock joined Indiana University in August 2021 and serves as the Director of the Applied Research Center (ARC), where he oversees strategic research initiatives that align university capabilities with national defense priorities. He also serves as IU’s Director of National Defense R&D Relations and is the lead IU representative to the Indiana Research Consortium. In these roles, Scott coordinates, develops, and implements major defense research engagements on behalf of the university, including sensitive and classified programs.
Prior to his academic and research leadership roles, Scott completed over two decades of service in the United States Navy. A career naval aviator, he also held several distinguished assignments across the defense and intelligence enterprise, including service with the Presidential Honor Guard, multiple positions within the intelligence community, support to U.S. Special Operations Command, and ultimately as Executive Officer of Naval Weapons Station Crane.
His military and civilian careers reflect a sustained commitment to advancing national security through research, innovation, and mission focused collaboration.
