Bio & Background

Lieutenant Colonel Jarvis Buchanan is a senior military leader and defense innovation professional with over two decades of experience spanning strategic operations, force modernization, and emerging technology transition. He currently serves on the Corporate Venture Team at the Army Applications Laboratory (AAL), where he focuses on startup engagement, dual-use technology adoption, and assessing innovative solutions for Army modernization. In this role, he is dedicated to advancing technology transition across various Army pathways, bringing vital operational and integration insights to the Midwest Defense Innovation Summit's discussion on DevX Autonomy.
Prior to his work with AAL, LTC Buchanan served as the Requirements Coordination Officer and Chief of Current Operations for Army Futures Command, where he synchronized executive priorities and integrated operational needs with major modernization efforts. His extensive analytical and strategic background also includes serving as a Strategic Fellow at the RAND Corporation, where he conducted applied research on future national security problem sets for senior defense leaders. Additionally, as a seasoned Force Management and Modernization Officer (FA50), he has directed complex change management and overseen the fielding of cutting-edge technology for large-scale commands.
LTC Buchanan holds a Certificate in Policy Analysis from the Pardee RAND Graduate School, a Master of Arts in Leadership & Management from Webster University, and a Bachelor of Arts in Psychology from the University of Mississippi
