Bio & Background
Dr. Henry J. "Jerry" Hendrix serves as the Deputy to the Associate
Director for Defense at the Office of Management and Budget and
Chief of the OMB Shipbuilding Office. A retired United States Navy
Captain with 26 years of active service, he brings deep expertise as a
defense analysis, military historian, and strategist. During his naval
career, he held prominent strategic planning roles for the Chief of
Naval Operations, the Secretary of the Navy, the Undersecretary of
Defense for Policy, and the Office of Net Assessment.
Prior to his appointment at OMB, Dr. Hendrix held several prominent
civilian defense policy leadership roles. He served as a Senior Fellow at
the Sagamore Institute, Vice President of the Telemus Group, and
Director of the Defense Strategies and Assessments Program at the
Center for a New American Security. A leading voice on force structure
and defense resourcing, he holds a Ph.D. in war studies from King's
College London, along with degrees from Purdue University, the Naval
Postgraduate School, and Harvard University. He is the author of
several influential texts, including Theodore Roosevelt’s Naval
Diplomacy and To Provide and Maintain a Navy.
